PT>
National Law Enforcement Officers Memorial Fund

WASHINGTON, D.C. -- The National Law Enforcement Officers Memorial Fund (NLEOMF) has announced the selection of Police Officer III Andrew Taylor of the Los Angeles Police Department as its Officer of the Month for June 2008.

On the evening of January 21, 2007, two young Los Angeles women invited three men back to their family's apartment, where an all-night party ensued. Early the next morning after repeatedly being asked to leave, the three men became threatening and the young women's frightened parents had no choice but to call the police. Officers from the Rampart Area division, including Officer Andrew Taylor, responded to the possible assault with a deadly weapon call and were greeted at the scene by the parents who gave them the necessary permission to enter their premises.

With a better understanding of the possible volatile situation at hand, officers called for backup. When sufficient officers were on scene and briefed, they entered the building. Entering the apartment, the officers found the two young women in the living room. They explained that the three men were in a back bedroom, but refused to come out or vacate the apartment. Approaching the back area with caution, officers ordered the men to come out of the bedroom. After a minute, the door opened and two men appeared and began cooperating with the police. The third man became verbally belligerent and, at first, refused to leave the apartment or cooperate in any fashion. Cool heads prevailed; the officers continued speaking with the third man who finally calmed down, just enough for him to be searched and handcuffed by a young rookie. As he was still verbally abusive, the decision was made to transport him separately.

Officer Taylor escorted the detainee outside of the apartment into the building's narrow hallway. As they headed for the stairwell, the suspect produced a .357 magnum handgun from a rear pocket or waistband and began firing awkwardly at Officer Taylor from a mere few feet away. The first round struck Officer Taylor's sidearm, shattering the handle of the gun. A second round hit Officer Taylor's lower chest, but was stopped by his bullet resistant vest. A third round struck his badge and deflected up while a fourth round struck him in the upper right portion of his chest, missing his vest and causing a straight-through wound. The four shots and struggle took only seconds.

Although struck four times at close range with a high caliber weapon, Officer Taylor immediately engaged the suspect. As his own weapon had been rendered useless, Officer Taylor lunged at the suspect in an attempt to disarm him. His primary concern was the safety of the residents in the other apartments within the complex. His greatest fear was that someone would open their apartment door and become an innocent victim at the hands of the gunman.

As they wrestled for control of the handgun, the suspect continued his verbal and physical assault on Officer Taylor, threatening that he would kill him before being taken into custody. Suffering from the pain of three shots to the chest, Officer Taylor continued to wrestle with the suspect until fellow officers were able to come to his aid. The officers shot and killed the suspect while Officer Taylor was still tangled up with him.

Officer Taylor and his wife had developed a plan should anything like this happen to him while on duty. Although reeling from the incident, Officer Taylor had the presence of mind to tell the other officers what had occurred and instructed the officers how to notify his wife. He was transported by ambulance to Cedars Sinai Medical Center where he was treated for the gunshot wound to his upper chest and a bruised lung, caused by the round that struck his vest. He was kept overnight for observation and released the next day. Officer Taylor returned to full duty two months after the incident.

There is little doubt that Officer Taylor is alive today because his body armor did what it was intended to do. That morning, he adopted a new lucky number when he became the 997th member of the Second Chance Armor, Inc. SAVES Club. A "SAVE" as it is known in the law enforcement profession, is defined as when body armor prevents an officer from being killed in the line of duty.

As a 12-year veteran of the Los Angeles Police Department, Officer Taylor has worked in several divisions of the department including patrol, the gang unit, and has worked with the Detectives branch. He has received more than 80 departmental commendations throughout the course of his career. He served with the United States Marine Corp and is a veteran of "Desert Storm." Officer Andrew Taylor is married and has two children.

Located in the nation's capital, the NLEOMF is a nonprofit organization dedicated to honoring the service and sacrifice of America's law enforcement officers. The NLEOMF Officer of the Month Program began in September 1996 and recognizes federal, state and local officers who distinguish themselves through exemplary law enforcement service and devotion to duty.

The NLEOMF Officer of the Month Program is sponsored by a generous contribution from THE FORCE.

	<div cla

http://www.officer.com/web/online/Top-News-Stories/Los-Angeles-Officer-Honored-by-NLEOMF/1$43559

Mark Gagen of the Richmond Police Department.

A 7-year veteran on the force, Moody and his K-9 were responding to officers calling for backup.

But at a few blocks from police headquarters, just before 8 a.m., Moody?s patrol car skidded out of control and wrapped itself around a light pole on Marina Bay Parkway.

It is unclear exactly why the officer's car veered out of control. The accident happened shortly after a light rain. Gagan reported that rainy weather is considered to be a factor in the crash.

"This is the first rain of the season," said Gagan. "The investigators that were doing the crash investigation told me that any time the first rain of the season occurs, petroleum-based products cause the roads to be very slick."

?We are certain that the wet roadway was a factor,? said Sgt. Trent Cross of the California Highway Patrol (CHP.) ?As far as what transpired to cause that crash, we're still trying to put that together.?

Gagen says Moody was easily able to switch between being an aggressive crime fighter to interacting with children and his loss is felt deeply in the department of 170 officers.

?We are a very tight family and when something like this happens it sends shock waves through us,? said Gagen.

The CHP is in charge of the investigation freeing Richmond police to continue their work as they absorb a painful loss to the department.

?You couldn't ask for a better personality in a policeman,? said Gagen. ?This has effected all of us so deeply, so quickly.?

Moody?s wife worked as a dispatcher here at Richmond police headquarters. Together, they have two children.

UPDATE: Moody's K-9 partner was in the patrol car when it crashed. The dog is expected to survive, Gagan said.

There will be a debriefing Sunday for Police Department employees, where an announcement will be made about counseling services available, he said.

Copyright 2008 by KTVU.com.
     WILLIAMS, Calif. --

A casino-bound charter bus flipped over about 10 miles from its destination, ejecting passengers and crushing others as it rolled into a ditch. Ten people died and dozens of others were injured.

California Highway Patrol officials said the bus crashed at about 6:10 p.m. Sunday on a rural road near Williams - about 60 miles north of Sacramento - as it headed to Colusa Casino Resort from Sacramento.

California Highway Patrol Commander Fran Clader said Monday that 10 people were dead and estimated that 35 others were injured.

"It looks like they were going up to the casino to have a good time," Clader said. "Unfortunately, it resulted in tragedy."

Firefighters used flashlights and infrared sensors to search the tall grass near the overturned bus Sunday night for more possible bodies, but by early Monday were certain that they had accounted for all the victims. The mud-covered bus was pulled from the ditch and was on a large tow truck.

Just before the accident, the bus drifted to one side of the road for about half a mile before the driver "overcorrected" and swerved back. The bus rolled over, ejecting some of its passengers before it landed right side up in a ditch, CHP spokesman Patrick Landreth said.

"The roof was collapsed down, the windows were broken out, and the bus was not only rolled over onto its side, it rolled completely over," Landreth said. "It was facing the opposite direction and it was on its wheels."

Authorities had not determined the name of the charter company early Monday morning. They did not release the name of the driver.

CHP spokesman Robert Kays said the bus had a Texas license plate that was "not valid." He said other registration serial numbers also came up invalid.

"There are still several pieces of this puzzle that's missing," Kays said. "We will find out who owns the bus."

CHP dispatcher Terry Troth said no other cars appeared to be involved in the crash.

Troth said he did not know the extent of the injuries. He said emergency responders were having trouble communicating with the passengers because many spoke Lao.

Clader said helicopters took victims to several area hospitals, which authorities said included Colusa Regional Medical Center, Enloe Medical Center in Chico and UC Davis Medical Center.

The crash took place in an area of rice fields and orchards a few miles east of Interstate 5 just north of Williams.

Laura Hennum, a spokeswoman for Enloe Medical Center, said 12 victims were admitted to the hospital. She said one died, three were in critical condition and two were in serious condition. Six other patients were being evaluated Sunday night.

"We activated our disaster response center, so we have been calling in additional staff," she told the San Francisco Chronicle.

___

Associated Press writer Sofia Mannos contributed to this report from Washington, D.C.

Copyright 2008 The Associated Press.
The distinct rumble of motorcyclists announced their arrival. "When you leave here, you will have made many friends for life."

Emmitsburg, MD -- Thousands gathered here on the National Fire Academy campus for the 27th time to remember the lives of firefighters who have given their lives in the line of duty.

The National Fallen Firefighters Memorial Service capped off the annual National Fallen Firefighters Memorial Weekend, held by the National Fallen Firefighters Foundation and the U.S. Fire Administration.

"This is a celebration of life, to honor those who have died," said Chief Dennis Compton, Chairman of the National Fallen Firefighters Foundation Board of Directors. Compton took over the duties of calling yesterday's ceremony to order for Chairman-Emeritus Hal Bruno, who had to leave the weekend early due to illness.

A sea of dark blue uniforms and white gloved hands began the service with the presentation of colors. There were also musical selections and special readings. The event concluded with the release of a cadre of white doves.

Among this year's notable speakers was Director of the Bureau of Justice Assistance Domingo Herraiz, who delivered some reassuring words about the state of the Public Safety Officers' Benefits Program.

Herraiz said he had spent sleepless nights trying to ensure firefighters and their loved ones receive the help they need via the Hometown Heroes act and the Public Safety Officers' Benefits Program. His statement that applications are now "being processed and approved unlike ever before" was met by applause from attendees. "I sleep a little better now," he said, promising that the improvements would continue.

Secretary of Agriculture Ed Schafer brought a message from President George W. Bush, who could not attend the event. Schafer told the families that they had the profound appreciation of the nation, and the president.

The most poignant part of the ceremony was the reading of the roll of honor. Family members -- some tearful, some stoic -- received a flag and a rose.

Kris Stautamoyer was there on behalf of his father, Indiana firefighter David Stautamoyer, who died in 2005 after responding to an EMS call.

"We went up as a family, Stautamoyer said. "This being the first year, taking it all in and experiencing it -- it definitely gets to the heart."

New Jersey firefighter Kathleen Timperio accepted the rose and flag on behalf of North Carolina firefighter Michael D. Stanfield.

"I feel that everybody should be represented," Temperio said. "You gave the ultimate sacrifice, you should be honored."

This year, the names of 101 firefighters who died in the line of duty in 2007 were added to the National Fallen Firefighters Memorial. The names of nine firefighters who died in previous years were also added, bringing the total number of names that adorn the memorial's plaques to 3,200.

Thirty-four states experienced line of duty deaths in 2007. Six multiple fatality incidents accounted for 19 deaths. Four multiple fatality accidents occurred at structural fires, one during an explosion at a HAZMAT incident, and another in an apparatus crash en route to an emergency call. South Carolina suffered the greatest number of line of duty firefighter deaths in 2007, with 10.
